Synopsis:
Gang chief Roger Ryall visits a psychiatrist to help overcome his fear of cats. Seeing fear as a means to enact crimes, Roger steals the doctor's files. He takes the information about the fears of patients and uses it to extort money from them.

Batman learns about the death of Grant Young following a meeting with Ryall. Dr. Richter, Ryall's psychiatrist, comes forward and tells Batman about the stolen files. Batman is then able to predict Ryall's next target. Batman and Robin then use cats to scare Ryall into surrendering. The crook has a heart attack and dies, but Batman rounds up his gang.
