When gangland learns that Iron-Hat Ferris has leaked information to the police, a gang boss welds an iron mask onto the snitch's head. Wanted by police and exiled by gangland, Ferris seeks to get the mask removed while Batman closes in on him. Luckily for him, Ferris manages to escape.

Ferris's escape embarrasses the office of the district attorney. A district attorney candidate Henry Kendall plays up the failure in the media. Kendall then locates Ferris on his own and removes the mask. Kendall then wears the mask and commits crimes to further embarrass the police. Batman tracks him down after following a tracking device he has planted on the man. Batman learns the scheme and rescues Ferris. Kendall runs away, but is struck down when a lightning bolt strikes the iron mask.
