Synopsis:
On Blackhawk Island, Hendrickson is attacked by a plane. He survives the attack and watches as a passenger from the plane lands in the water. He runs to the shore and pulls the girl out of the water. He immediately recognizes her as Else, his daughter. He then summons the Blackhawks.

The team assembles on the island and learns that Elsa was kidnapped from the latin american country Santa Culpa. Olaf does not answer the summons, so Blackhawk sends Andre to look for him. Hendrickson stays behind with his daughter. The rest of the team go to Santa Culpa which is engulfed in a rebellion.

When Blackhawk arrives he is shot down by an armored foe called Anti-Man. Chuck, Stan, and Chopper help the government push back a rebel attack, but they are betrayed by the President who has cut a secret deal with the rebels. The captured Blackhawks are taken to a cell where they find Olaf as a prisoner. Anti-Man then reveals his identity to the captives. He is Boris, a man who served briefly as the eighth Blackhawk, but he was believed to be dead.
