Synopsis:
Thief Dan Deke tries to sell a stolen ruby to Mike Dropp, also known as the Fence. When they can't agree on a price, the Fence kills Deke. Dropp searches the body and discovers that Deke has hidden more rubies in the reflector of a bicycle. The Fence sends his gang to steal several bikes, so that he can recover the stolen goods.

Robin witnesses the crooks stealing the bikes and follows them back to the Fence. The Boy Wonder is nearly killed, but he survives and finds Deke's body. Robin learns the reason for the bike thefts and suspects the Fence will strike again. When he does, Robin is able to thwart the robbery and apprehend the crook.
