History:
Originally a noted artist, the man called Quilt was also the leader of a nationwide crime syndicate, using his paintings to give secret instructions to his men, until the day a rival gangster attempted to gun Quilt down. Though the bullet did not kill Quilt, it left him blind.

Desperate to see again, Quilt finally forced a noted surgeon to perform an experimental operation upon his eyes, but when the bandages were removed, Quilt was no longer blind, yet could see only bright, vivid colors. Realizing he might be that way forever, Quilt's mind cracked under the strain.

Now calling himself Crazy-Quilt, the criminal mastermind donned a special color-helmet that enabled him to see and embarked upon a new series of crimes, this time challenged by the Boy Wonder known as Robin. Escaping from an ingenious death-trap, Robin managed to recapture Crazy-Quilt and send him to prison.

In prison just a few weeks before his release, Quilt was told by the prison doctor that his optical condition was getting worse and that, in a matter of months, he would lose his sight again permanently. Quilt, upon his release, was determined to prove the doctor wrong, and he, along with his henchmen, stole an experimental laser intensifier from S.T.A.R. Labs, then kidnapped famed optical surgeon Dr. Norman Dexter to perform a revolutionary technique that might cure Quilt at last. Though the surgery succeeded, Quilt was ultimately blinded anyway during a battle with Batman and Robin, when the Boy Wonder reflected a surgical laser beam back into Quilt's eyes.

Obsessed now with gaining revenge on the boy who had blinded him, Crazy-Quilt hired a renegade computer genius named Kinski to build a new color-helmet, one which would bypass Quilt's useless eyes and instead plug the optical centers of Quilt's brain directly into the miniature video-cameras atop the color-helmet, enabling Quilt to "see" again.

After murdering Kinski during an argument, Crazy-Quilt managed to lure Robin into an alley and, beating him mercilessly, left the boy for dead, not knowing that this was Jason Todd, the new Robin, a different Robin than the one who had blinded him. After recovering from his injuries, the new Robin tracked Crazy-Quilt down and defeated him despite his improved weaponry, returning Quilt to Gotham State Prison, where he remains as of this writing.

Powers:
An average athlete and hand-to-hand combatant, Crazy-Quilt's primary weapon is his remarkable color-helmet, which serves a variety of purposes. First and foremost, it enables Quilt to see by plugging the optical centers of his brain directly into the three camera lenses atop the helmet, allowing these to serve as his "eyes".

Second, these three lenses can produce blinding beams of intensely colored light, capable of bedazzling and befuddling Quilt's enemies.

Last, these lenses are equipped with high-resolution laser beams able to burn right through a bank vault door.

The color-helmet, coupled with Quilt's brilliantly warped and twisted mind, makes him a foe to be reckoned with.
