History:
In 1940 "Happy" Terrill, a reporter for a New York newspaper called the Star, was covering the ascent of Professor Styne's "strato-balloon" into the upper atmosphere by accompanying Styne in its passenger cabin. A strange and powerful electrical storm arose, and Terrill bravely left the cabin to close the outer air lock. Terrill was on the outside of the balloon when air turbulence swung it directly into the electrical storm. Terrill was hit by large amounts of electrical energy, but instead of killing him, it gave him super-powers. Thus Terrill became the costumed crimefighter known as the Ray.

The Ray became a member of the wartime All-Star Squadron. He was recruited by the mysterious Uncle Sam to join his Freedom Fighters in battling the Axis power on a parallel Earth called Earth-X. The Ray remained on Earth-X for decades fighting the Nazis, who eventually took over Earth-X. Finally, the Freedom Fighters, and members of the Justice League of America and the Justice Society of America, succeeded in overthrowing Earth-X's Nazi government.

The Ray and other Freedom Fighters then journeyed to another parallel Earth, Earth-1, where they found themselves unjustly wanted by the law. After this situation was resolved, the Freedom Fighters returned to Earth-X.

The Ray played an important role in battling the Anti-Monitor during the so-called Crisis on Infinite Earths. The Ray's present whereabouts and activities are unknown.

Powers:
The Ray can use light, heat, and electricity in various unusual ways. He can absorb light, heat, and electricity from outside sources, or discharge these forms of energy from his body. Thus, the Ray can project simple beams of light or electrical charges from his hands, or can project powerful, destructive laser-like beams. He can fly at great speed in the presence of sufficient light. If the light is strong enough, he can carry other people with him in flight by holding on to them. It has even been said that the Ray can turn himself into pure light.

The Ray is a superb hand-to-hand combatant. He has remained young over the decades, perhaps due to the mystical presence of his colleage Uncle Sam.
