History:
No one knows the planet of Starro's origin or his history before coming ot Earth.

Once on Earth, Starro found ordinary starfish and made three of them into his doubles, sending them out as his deputies to take over the planet.

But Aquaman learned of this from one of his finny friends and signaled the Justice League of America. The heroes split up to battle the three deputies, but while defeating the one at Happy Harbor, the Flash found one teen-ager who was immune to Starro's mind control. This was because he had been spreading lime on his family's lawn – Aquaman remarked that fishermen use lime to kill starfishes – and was covered with it. The JLA used the lime to destroy Starro.

Or, rather, most of him. Before beginning his plan of conquest, Starro had sent a fragment of himself deep into the sea to regenerate if he were destroyed. Finally, chemical wastes dumped into the ocean sank into the abyss where the Starro fragment waited, and triggered the regeneration process. This time Aquaman, knowing Starro gained his power from polluted water, used fresh water to overcome him.

But once again, a fragment of Starro survived in the sea, and eventually was hooked by a boy named Terry Watson. The partial Starro had enough power to dominate Terry and his family and use them as nourishment until he gained his full size.

From the top of the Empire State Building, Starro sprayed the city with miniature starfish that clung to people's faces and made them his slaves – all but one, that is. Not knowing Red Tornado to be a robot, Starro was unaware that he could not be affected. The Red Tornado learned that Starro was feeding on electricity from the Conrail system. He made his way to the power plant and shut it off, weakening Starro.

Meanwhile, while Terry Watson was loading food for Starro, he wandered into a frozen food locker and regained his mind. Found there by Hawkman and Hawkwoman, he told them that cold could defeat Starro.

Starro last tried to dominate the other-dimensional world called Earth-C. He claimed to have been blown to bits in an unrecorded battle with Aquaman, and stated that one of those pieces had passed through a warp into the Earth-C universe. An inadvertent effect was to endow six of Earth-C's intelligent animals with super-powers, thus creating Captain Carrot and his amazing Zoo Crew. As Pig Iron had gathered limestone from the fall into molten steel that gave him his powers, Alley-Kat-Abra used her power to transfer it to Starro and finish him.

Powers:
It is difficult to say how extensive Starro's powers may be. He was able to travel through light-years of space unprotected. He can dominate minds, create duplicates of himself from other starfish, flay and has enormous strength. He can even revert minds to make intelligent beings act like animals. He can also fire deadly force blasts from his tentacles.

He is vulnerable to lime and to great cold, and he must have some source of nourishment.
