Synopsis:
Vic Sage attempts to save the life of a child after a bridge collapses. Police and others watch him dive into the water and pull out the boy's body, but Vic is too late to save him. The city engineer reported the bridge problem, but the report was ignored by the bureaucracy.

Later, Vic is present when an elite military unit known as Bravo Team conducts a demonstration at the stadium. A group of masked men interrupt the performance and murder the soldiers. Only Vic tries to stop them. He recognizes one of the masked men from the bridge.

Vic investigates the man he recognized and discovers him to be Colonel DeBeck, an ex-soldier. The Question tracks down the Colonel and is attacked by his men. Vic impresses his foe, but falls to the superior numbers. Once he is subdued, DeBeck plans to kill him.
