Synopsis:
The Blackhawks split up and go undercover in two bordering nations to prevent war. Blackhawk, Andre, and Olaf infiltrate the nation of Kieland as soldiers of fortune. Hendrickson, Chuck, Chop Chop, and Stanislaus join forces with the people of Surbodia. While Blackhawk's team is framed by a Kieland general and imprisoned, the other team tries to discover the secret weapon developed by Surbodian scientist Dr. Verner.
Though Blackhawk's team gets free, neither team can prevent the war as Dr. Verner sends a race of giant mutant volcanic turtles against Kieland. The Blackhawk initially must maintain their cover and fight on opposing sides, until the turtles run wild attacking both sides. The Blackhawks then join forces to defeat the turtles and expose Verner's plot to pit both sides against each other, so that he could defeat both. With peace restored, the Blackhawks return home.
