Inspired by Tommy Blake, Clark Kent convinces Perry White to hold a contest for newsboys like Tommy. Whichever one delivers the best news story will win a job at the Daily Planet as a junior reporter. Tommy tries to deliver a story about a rescue involving Superman that he witnessed. However, several other boys turn in the same story. Clark advises Tommy to do some detective work and find his own story.

Tommy finds his brother Pete who has been associating with underworld crooks. Pete agrees to talk to his brother after giving Tommy an assignment to deliver a package. Tommy agrees, unaware that the package contains counterfeit ration books. Superman interrupts the deliver and apprehends Harvey Stratton, the recipient of the books.

Tommy returns to the gang and pretends to have made the delivery successfully. Superman has been keeping an eye on him. When the crooks realize that Tommy lied, they turn on him. The Man of Steel steps in and captures them. Tommy then delivers the story to the Daily Planet despite the fact that it implicates his brother in the crime. For his bravery and honesty, Tommy wins the Planet contest.
