Synopsis:
The Toyman escapes from prison and steals a human wavelength detector. The device, invented by Professor Vining, allows the user to know if a specific person is within a mile of the detector. Toyman sets the device to recognize Superman which gives him an early warning system if the Man of Steel is in the area.

Toyman plans a crime at sea in which he will force a freighter carrying valuables ashore. Superman sees the threat from a distance. He also sees a small boat in danger. The Man of Steel intentionally triggers Toyman's detector causing the crook to call off the attack on the ship. After Superman has time to save the lives of the boat passengers, he approaches Toyman from underground where the detector cannot sense him. He then captures the crook and returns him to prison.
