This story is continued from the second story of Detective Comics #390.

Synopsis:
Robin investigates the reasons behind a teachers' strike. He fights a pair of crooks that have threatened the lead negotiator for the school board. They tell Robin where their boss is located which leads to a trap. However, Craig Rockland, a school reporter, distracts the crooks long enough for Robin to defeat them. The Teen Wonder then exposes the crime boss's scheme to cause the labor strife. He hoped to have a new building built on his property which would net him a healthy profit. With the situation resolved, the teachers' strike is called off.
