This story is continued in part from the first story of Detective Comics #394 and continues in the second story of Detective Comics #395.

Synopsis:
Dick Grayson arrives on campus at Hudson University. A protest against the school is being staged by a group known as Citizens Tomorrow -- Today. The group hires phony police to arrest their own leaders to gain sympathy. Dick spots the phonies, but he is arrested before he can tell anyone. Inside of being taken to jail the phony cops lock him up until C.T.T.'s plans can unfold. Dick escapes and, as Robin, confronts the group's leader Jonah Ramm.
