Synopsis:
Police chief, James Wilton, has been replaced by a disguised criminal named "Flash" Ward. Ward frames Superboy for several crimes and places him in jail. Once Superboy is imprisoned Ward is free to committ all the crimes he wants. Superboy uncovers the plan and tricks Ward into confessing his crimes. Superboy then escapes from his cell and rescues the real police chief.
