Synopsis:
After a heist several years ago, Heister Hess hid his loot by burying it underground. Shortly thereafter he was arrested and sent to prison for years. When he was finally released, Hess attempted to recover his loot, only to discover that houses had been built on the land where he buried it.

Hess becomes a salesman. He sells penny banks to the homeowners which explode and start fires when full. He hopes to burn down the houses, so that he can find and recover the loot. When the first house catches fire, Zatara is present to extinguish it. He then unravels the crook's plot. He prevents further explosions by animating the penny banks. Then Zatara captures Hess and returns him to prison.
