This story, which takes place on February 28, 1942, is continued from All-Star Squadron #38 and continues in All-Star Squadron #40.

Synopsis:
The All-Star Squadron arrives in Detroit and are forced to play peacemaker between blacks and whites, as a group of whites act to prevent some blacks from moving into a new housing project. Amazing-Man helps protect the blacks, but succeeds in starting a riot. The police arrest only blacks, including Amazing-Man, while the All-Star Squadron stands helpless.
