Jimmy doesn't know that Angles is a crook. When he signals Superman, the Man of Steel sends a substitute in his place. He sends the substitutes because Angles has Kryptonite in his pocket. Jimmy eventually learns that Angles is a crook, but he is unable to prevent him from using the Kryptonite on Superman. Fortunately the handcuffs break open, when Angles says the magic word Superman. Once he is free, Jimmy is able to stop the crook and protect Superman from the Kryptonite.
