Synopsis:
The Newsboy Legion is approached by Wilbur Whilling to begin a project which will give the residents of Suicide Slum a better place to live. The boys rally the citizens of the slum together to finance the construction of a modern apartment building. However, when the building is completed, Whilling takes the money, leaving the boys stuck with the bill. The boys go after Whilling, but are imprisoned in an ice house. The Guardian rescues them and captures both Whilling and his accomplice.
