Synopsis:
Crooks run a protection racket at the Metropolis Fair. Superman learns that one of the racketeers is Harry Chadwick. He lets Chadwick go free in order to learn the other members of the gang. Chadwick has been cheating his partners, so they try to kill him. He is wearing a bullet-proof vest to protect himself. When bullets bounce off Harry's chest, his ward Ted thinks he is Superman.

Ted follows Harry and sees him running the protection racket. Harry lies about his activities, keeping up the pretense of being Superman. When the other racketeers go after Chadwick again, Superman protects him, proving the truth to Ted. Superman takes Harry and the others to jail. Harry promises to reform.
