Synopsis:
Small-time crook Eddie Keller is able to pull a heist using new clay powers which allow him to stretch his body. When Robby Reed sees another crook, Joey Burton, with the same powers he uses the H-Dial to become the Human Starfish. Robby pursues and apprehends Burton, but the crook won't reveal the source of his powers.
Robby follows a clue to Burton's hide-out. He becomes another super-hero, Hypno-Man, and defeats Burton's gang. Inside he finds another clue which leads him to the Clay King.
The Clay King has discovered a mineral capable of giving men clay powers for four hours. Disguised as Burton, Robby penetrates the hide-out, but his cover is quickly blown. He is unable to stop the crooks as Hypno-Man, so he redials and become Mighty Moppet. The baby hero then defeats the gang by transforming them into children. When the police arrive, Robby restores them to normal and resumes his regular identity.
