Synopsis:
Gangster Eel O'Brian joins his mob in the robbery of the Crawford Chemical Works. During his escape from the crime scene Eel is wounded and acid spills into the wound. He still manages to stagger to safety where he is found by a kindly monk. The monk nurses Eel back to health, showing him that his life has gone wrong. Eel decides to reform.

Before leaving the monk's retreat, Eel also discovers that the acid has given him incredible stretching powers. He decides to put his new abilities to work against crime, beginning with his old gang. When the crooks try to rob a bank messenger, Eel goes into action as Plastic Man. Using his amazing abilities to change shape and stretch his body, Plastic Man apprehends the gang and turns them in to police. He then returns their stolen loot, feeling that crime fighting is a fun adventure.
