Synopsis:
The Flash stops a robbery attempt by Eel Madden. The crook eludes capture, then retreats to the small town of Pumpkin Center, which has several archaic laws on the books. Coincidentally, Jay Garrick and Joan Williams are visiting Pumpkin Center at the same time. Eel uses the strange laws to order the arrests of several people including the Flash. The Flash begrudgingly obeys the law, and allows himself to be incarcerated while Eel goes free.
In jail, the Flash reads the entire legal library of the town. He learns about a loophole in the law that allows him to be released. Flash then catches up with Eel who is still using the old laws for his own criminal purposes. Flash eventually captures Eel and forces him to surrender. Jay and Joan then spend some additional vacation time in Pumpkin Center, since another strange law requires visitors to remain in town for at least a month.
