This story is continued in part from the second story of Adventure Comics #267 featuring Aquaman.

Synopsis:
Having escaped jail with another criminal, Horace Kates, alias the Wizard begins a crime wave at sea to avoid his old foe Green Arrow. Green Arrow and Speedy develop arrows to be used underwater and prepares an arrow boat to help catch the Wizard.

Green Arrow is able to catch up to his foe, who is using a robot whale to hi-jack ships. G.A. stops the whale but Wizard escapes. G.A. also stops an motorized iceberg designed by the Wizard. Finally the Wizard lures G.A. and Speedy to a sea monster. The sea monster is chased off by Aquaman’s pet octopus Topo. The archers catch the Wizard, an G.A. meets Aquaman who caught Wizard’s cellmate "Shark" Norton in Star City.
