This story is continued from the second story of Action Comics #297.
Synopsis:
Supergirl enlists the aid of Lex Luthor to battle against three escaped Phantom Zone criminals who have sealed off the Earth from Superman and the Legion of Super-Heroes and given the Girl of Steel the plant scourge. Luthor agrees to help in order to save his sister from imprisonment in Kandor, but when Supergirl fails to free him from jail and Kru-El gives him super-powers, Luthor joins the crooks.
The Phantom Zone villains plot behind Luthor’s back to use Gold Kryptonite against Supergirl, Superman, and Luthor too, so he tricks them with fake Kryptonite. Superman and Supergirl then destroy the box of forbidden weapons used by the villains and return them to the Phantom Zone. Luthor loses his powers, but agrees to return to jail as long as Lena is released from Kandor.
