Synopsis:
King Condor escapes from prison. He transforms himself in a bird-man using the water from a small island. He also forms a gang of bird-men, forcing them to serve him in exchange for an antidote which prevents them from turning completely into birds.

The Blackhawks try to stop King Condor's new gang. Blackhawk and Hendrickson are captured, turned into bird-men, and forced to serve King Condor in his criminal pursuits. The Blackhawks manage to stop the gang, then they find a cure to change all the men, including Blackhawk, back to normal.
