Synopsis:
Convict Luke Elrod hides in the desert following a prison escape. When an atomic bomb test is conducted nearby, Luke is affected by the radiation. Luke acquires the power to transform himself into whatever form fits his present objective.

Elrod returns to Central City and steals Barry Allen's clothes and face. Then he begins a series of robberies which bring him into confrontation with the Flash. Flash tries to stop his opponent, but Elrod's incredible transformations make it difficult. When the crook targets him by becoming a missile, Flash is able to lure Elrod into the desert, where the missible explodes. The explosion causes Elrod to lose his power and short-term memory. Flash then apprehends his helpless foe.
