This story continues in the second story of Action Comics #345.
Synopsis:
While doing some research in deep space, Supergirl discovers a world similar to Earth called Gaea. When she lands on the planet, Supergirl sees a teenage gang attacks some adults. Supergirl helps the adults escape before she learns that the teenagers are actually police. Supergirl is chased away and branded a villain.
Realizing her mistake, Supergirl researches the history of the planet. She learns that a plague killed off most of the adult population. Teenagers have now assumed control of the planet. The adults were part of the Adult Revolution Movement (A.R.M.). Supergirl decides to stay on Gaea, using her Linda Danvers identity. She is adopted by duplicates of the Danvers, Frank and Ethyl Davis.
A duplicate of Dick Malverne, Dick Malvin, learns Supergirl's secret identity. He is secretly an A.R.M. agent. Dick befriends Linda and uses his organization to set her up as a presidential candidate. Linda unwittingly wins the election choosing Dick to be her vice-president. With Supergirl still branded a villain, she tries to help the economy by provided gold. However, the gold turns out to be false gold, further blemishing Supergirl's reputation. At the appropriate moment, Dick exposes Linda's secret in order to have her impeached and install himself and A.R.M. to power.
