Synopsis:
The city council discusses the issue of deputizing Superboy. The police chief supports the idea, but Swanson, the president of the Chamber of Commerce dislikes the idea. Swanson fears that Superboy might become a menace.

Superboy is informed that he will not be deputized. The Boy of Steel then goes out of his way to win every contest in Smallville during a festival. Then Superboy turns his winnings over to prove he would not take advantage of people. The council is convinced, and Superboy is officially deputized.
