Synopsis:
Batman is helpless to stop a gang of crooks operating in Gotham City using sneakers which give them super-speed. Batman calls the Flash for help without knowing that the Scarlet Speedster is suffering from a condition that brings him closer to death whenever he uses his powers. Flash helps Batman battle the Speed Boys, but his condition soon becomes apparent. When the Speed Boys learn of it, they lead him on a super-speed chase which eventually kills the speedster.
Meanwhile Batman analyzes the sneakers from a captured Speed Boy. He deduces that radioactivity was used to give the shoes super-speed. Using that information, Batman finds the Speed Boys' hide-out. The Caped Crusader is then able to subdue the crooks, except their leader who escapes.
In the basement of the Speed Boys' hide-out the body of the Flash is exposed to the same radioactivity which the crooks used to make their sneakers. The radiation revives the Flash and cures his condition. He then hunts down the gang leader and apprehends him.
