This story is continued from the first story of Action Comics #380.
Synopsis:
After being made to believe that he is responsible for several acts of vandalism around the world, Superman returns to his Fortress to expose himself to Gold Kryptonite. At the last moment, he changes his mind and goes on a rampage. At the United Nations he announces that he plans to take over the world. The Liquidators who exposed him to Red Kryptonite rejoice.
Before Superman can continue with his actions he seems to come out of a trance. He is then put on trial at the United Nations. During the trial, evidence is presented that makes it appear that Superman is guilty of vandalism. However, Superman is able to tune in on the Liquidators with a satellite. When the villains gloat over their victory, the U.N. learns that Superman was framed.
Superman then explains that he discovered the plot when he was at his Fortress. He found the Red Kryptonite planted in a satellite which he often passed in space. He then sends the Liquidators home, defeated.
