This story continues in part in the third story of Wonder Woman #5.
Synopsis:
Mars, the god of war, is infuriated that women are assisting the allies in the war effort. He orders his leiutenants to take action in order to return the women to their homes. The Duke of Deception contacts his pawn, Doctor Psycho to help achieve their goal.
Using his submissive wife Marva as a medium, Doctor Psycho learns to control ectoplasm and mold it into new bodies for himself. He then goes on a speaking tour as George Washington, claiming women should stop working at factories and return to their homes.
Using his abilities Doctor Psycho creates several acts of sabotage and frames women. Steve Trevor is suspicious, so he investigates Psycho, only to be captured. Wonder Woman is also captured, but the timely arrival of the Holliday Girls allows her to escape and defeat Doctor Psycho.
