Synopsis:
The gang lords of Gotham City unite and call a moritorium on crime. The gangsters appear to turn respectible, causing police little work. Batman is suspicious of the sudden stoppage of crime, so he infiltrates the mob by pretending to be a gunman called the Gold Coast Kid.

Batman is accepted into the mob, where he is taken to Philadelphia. The mobsters then wear disguises of a local gang during a crime. Batman realizes that the hoodlums are framing the out-of-town gangs for their crimes. Though his cover is blown, Batman escapes from the mob, then lures them into a trap. Police move in and arrest the gang, ending their scheme.
