Synopsis:
Robin opens a summer camp for Gotham's poor children. At the camp he meets Petey Downs, a boy with a grudge against him. Petey believes that Robin framed his friend Duke Lowry. Lowry is really a racketeer, but Petey is convinced of his innocence.

When Lowry escapes from prison, Petey helps him hide at the camp. However, he learns that Lowry really is a criminal. Petey then helps Robin recapture Duke and send him back to prison. Petey then apologizes to Robin for his own bad behavior.
