Synopsis:
A ship is sunk in the waters outside Gotham City. Salvager Jib Buckler is on the scene first to claim the salvage rights which he then sells to Captain Moss. Batman and Robin suspect trouble when they learn this is not the first ship to sink under strange circumstances.

Batman and Robin join Captain Moss in salvage operations. They discover treachery as someone tries to steal the ship's cargo, then plants a bomb. Batman is unable to catch the perpetrator. The trail leads him to fisherman Fishin' Chipps. Batman follows Chipps, and eventually learns he is innocent. The real crook is Buckler, who sinks the ships with a torpedo boat. Buckler appears to perish in an explosion, ending the threat of further sabotage.
