Synopsis:
Rex Tyler saves the life of Tommy, a young boy who has run away from his cruel uncle. Perry, the uncle, has been stealing Tommy's inheritance and has an important meeting with the review board that has granted him custody. Perry orders Tommy kidnapped and hires another boy to take his place for the review. Hourman rescues Tommy and interrupts the review. Perry's schemes are revealed, and he is arrested. The review board then seeks to make sure Tommy receives an appropriate guardian.
