Synopsis:
Millionaire Jasper Quinch meets a talkative troublemaker named Ally Babble. Ally quiets one of Quinch's noisy neighbors, so Quinch hires Babble to handle some of his other pet peeves. Ally travels around town working on Quinch's list. Authorities, including Batman, think Babble is a lunatic. Two crooks named Hoiman and Shoiman use the chaos Babble creates as a distraction for their robberies. Batman nabs the crooks and stops Babble's activities. Quinch apologizes for hiring Babble, who has become his latest pet peeve.
