Synopsis:
When a racketeer inherits a billboard business, he and his partners use them to extort money from honest citizens. The crooks blackmail people by threatening to reveal their secrets on the billboards. Batman and Robin try to stop the crooks, but find that the racket is perfectly legal. Still, they try to sabotage the billboards. The racketeers protect their signs, forcing Batman to put up billboards around town displaying the criminal records of the crooks. The racketeers are then chased out of town, ending their blackmail scheme.
