Synopsis:
Metropolis is gripped by a crime wave under the direction of the Unknown X, a mysterious gang leader. Superman apprehends several members of the gang, but he is unable to make them talk. He is finally able to get a lead on the gang boss, when he allows one of the crooks to escape. The crook makes a call the Arthur Jameson, head of a citizens' committee put together to fight the crooks.
Superman begins investigating Jameson as Clark Kent. Jameson claims that he is trying to infiltrate the gang to learn the identity of the Unknown X. Later he receives a threat and tries to leave town, suggesting that Clark do the same. Superman follows Jameson and proves that he is really the gang boss. Jameson holds millionaire Russell Walker hostage, but his plan fails to stop Superman, who brings the crime boss to justice.
