Synopsis:
Joan Williams is the announced winner of a lottery prize. However, Joan is not in attendance, so she cannot claim the prize. When Jay Garrick overhears that the contest is fixed, he brings Joan to the theatre at super speed so that she can claim the prize in time.

The racketeers running the scam then try to pass a counterfeit bill to Joan. Flash follows the crooks back to their boss Tuffy. Flash then interferes with the racketeer's other operations. He gets two of the crooks to reform, while Tuffy is turned over to police.

Jay then presents Joan with the real money.
