This story is continued from Action Comics Weekly #640.

Synopsis:
Phantom Lady recovers some photographs which Guerrehart was using to blackmail her father, the Attorney General. The photos show Mr. Tyler at the scene of a lynching by the Klan. Mr. Tyler explains to his daughter that his brother Beau took the pictures and was now using them for blackmail. He is suspected of being the leader of a crime cartel known as Les Mille Yeux. With the photos in his possession, Mr. Tyler could cover up the incident. Instead he chooses to resign.

Meanwhile, Guerrehart, who was blinded when Phantom Lady recovered the photos, spreads the word throughout his organization that he want the Phantom Lady killed.
