Synopsis:
A peace conference is held on the French Riviera between delegations from the United States and the Soviet Union. Following a successful meeting between the parties, terrorists strike. Both delegations are killed. Peacemaker, having been tipped off to the attack, arrives too late to stop it, but he exacts revenge upon many of the terrorists.

Peacemaker then returns home to a household staff employed by the government to handle the psychologically damaged hero. Peacemaker, aka Christopher Smith, frequently has conversations with his dead father Wolfgang, who was the head of a Nazi death camp. When Christopher was a young boy, Wolfgang committed suicide in front of his son.

Peacemaker begins searching intelligence files for more information on the terrorists. They are employed by Dr. Tzin-Tzin, a criminal mastermind, who is seeking to topple the Soviet Union and to seize power for himself. When the terrorists strike again, Christopher dons his battle helmet and charges off to fight them.
