This story is continued from Green Arrow #15.

Synopsis:
Green Arrow witnesses an explosion after leaving a hotel. He returns to the building and finds two men shooting at the man who saved his life. The man jumps out a window to safety, while Green Arrow disarms the gunmen.

The men identify themselves as Australian officials, Gavin and Daryl. They have come to America to capture the man who they identify as Jake Moses, a former Olympic long jumper. After the murder of his wife, Moses became a mercenary. One of his assignments was to blow up an Iranian ship in an Australian port. The ship was full of explosives which resulted in a bigger explosion than anticipated. A civilian ship containing mostly children was hit by the blast.

Green Arrow offers to catch Jake, but he tells the Australians that they must follow his rules. Some detective work leads to Moses who is cornered on a rooftop. Green Arrow tries to bring Moses into custody, but the man who saved his life chooses instead to jump from the rooftop.
