Synopsis:
Using colored lights a plane creates the illusion of a fire which draws attention away from a robbery. Green Arrow and Speedy see the crook, but are blinded by a glowing light. When they think they have caught the crook, it is only a dummy.

Using color to distract the law the Spectrum Man again pulls a daring robbery. This time using a blue cloud to cover the escape of his gang. The Bowmen are able to dissipate the cloud and catch the gang. They then bring down the crook’s plane and capture Spectrum Man himself.
