Synopsis:
Vic Sage worries when Judge Whelperson releases the violent criminal Carlton Fregosi, nicknamed Cathy. Whelperson is corrupt and has been asked to resign by Mayor Myra Fermin. Vic suspects that Cathy has been released to get revenge. The Question watches Whelperson and has his suspicions confirmed when the judge meets with Fregosi. However, he is taken by surprised and knocked out.
While the Question is unconscious, Cathy goes after Myra. She is with her young daughter at her office along with an odd hunchback named Harold whom she recently met. When Cathy attacks, Harold helps Myra escape. He then traps Cathy in an elevator before disappearing.
