This story reintroduces the Justice Society of America. The Justice Society was featured in All-Star Comics until 1951. As explained in Flash #123, the JSA operates on Earth-2 which exists in a parallel dimension. Most JSA members have Earth-1 counterparts in the Justice League of America. The first new full adventure of the JSA takes place in Justice League of America #21, in which they will begin a series of annual team-ups over the next 20 years.

Barry Allen is shown browsing a copy of All-Star Comics #37 in this story.

Synopsis:
Mysterious lights begin appearing over six cities. Barry Allen makes the connection between the cities and the hometowns of the Justice Society of America members. Believing the source of the lights is located on Earth-2, Barry traverses dimensions.

Once in the parallel world, he teams with Jay Garrick, the Earth-2 Flash, to find out what the lights are. Another light appears over Keystone City. When Jay arrives to investigate, he is imprisoned in a stasis cube. Barry chases it down and frees his counterpart.

The villain behind events is Vandal Savage, and old foe of the JSA. Savage, made immortal from exposure to an meteorite thousands of years prior, has captured all the JSA members except the Flash. He hunts down both Flashes and uses a gravity weapon against them. The Flashes escape and follow Savage back to his lair.

At Savage’s hide-out, another weapon is used to force the Flashes to battle one another. Jay is knocked out and taken prisoner by the villain. Barry is led into a trap but avoids capture. He frees the captured members of the JSA, including Jay, and helps send Savage to prison. The JSA members agree to come out of retirement.
