Synopsis:
The South American nation of San Caluma is devastated by an earthquake and a tornado. A relief commission is meeting to supply aid to the needy country. A plane carrying the commission members is sabotaged by the mechanic. Superman stops the plane from crashing, saving the passengers.
Later, a boat carrying relief supplies has its engine damaged. Superman tries to question the original saboteur, but the man is assassinated. Also while transitioning between Clark and Superman, a thief witnesses the action. He tries to blackmail Superman, but becomes scared, and accidently kills himself.
Superman pushes the ship of relief supplies to San Caluma. On the way, a plane tries to bomb the ship. Superman stops it, and eventually uncovers the reason for the sabotage. A man named Mumsen wants to be made dictator of the country or he will not allow relief to come to it. Superman exposes his plot, but in trying to kill the Man of Tomorrw, Mumsen dies in an explosion. With the terrorist gone, relief comes to San Caluma.
