Synopsis:
Two men disguised as telephone repairmen enter the office of J.S. Thorndyke. They tamper with his phone then leave. When Thorndyke uses the phone, it fires a bullet which kills the businessman. The two crooks then return to meet their skull-faced boss Mr. Zero, the man of a million murders. Zero then executes the henchmen because they allowed a secretary to see them.

Next Zero sends two men to kill baseball player Lefty Burman with an exploding baseball. Johnny Quick is at the ballpark and intercepts the ball before it can be used to kill anyone. He questions the would-be killers and learns where Mr. Zero is hiding out.

Johnny enters the criminal's lair, but he walks into a trap. Mr. Zero imprisons the speedster in a block of ice. Johnny is able to use his breath to melt enough ice to give him room to speak his magic formula. Using his super speed, Johnny frees himself from the ice, then he captures Mr. Zero.
