Synopsis:
After being captured by Batman, the Penguin is sent to prison where he shares a cell with the Joker. The two crooks each claim to be the best in town and a rivalry begins. They escape from prison then compete to steal a valuable emerald.
Batman plans a trap for them using the emerald as bait. Both crooks fall into the trap, but manage to escape. After the incident, the crooks decide to join forces against the Batman.
The Joker-Penguin alliance proves a successful venture. The police and Batman are both unable to keep up with the crooks. Batman and Robin are eventually captured, but an argument enuses between the crooks. Batman plays the crooks off each other allowing him time to escape. Then he and Robin apprehend both crooks and send them back to jail where they vow to work alone on future crimes.
