Synopsis:
A man in diving gear is murdered outside the home of Commissioner Gordon. The man whispers two words to Gordon before dying. Batman deciphers the clue, which leads him to a gym in the Quinlan district.

While Batman examines the swimming pool, the employees of the gym try to kill him. They are members of Big Jim's mob. Batman escapes from their trap and then examines the water tower. Inside he finds a fish with a band around it. The band reveals the location of stolen papers. Batman and Robin become trapped inside the tank, but they escape the trap again.

Batman goes to the location revealed by the fish clue. He meets the crooks there and this time apprehends them. The stolen paper is recovered and turns out to be paper used to print money.
