Synopsis:
Mob leader Horseface turns himself over to the district attorney as a birthday present. His gang then hands over evidence of their crimes to the police. The crooks even give a police officer a new uniform on his birthday. The police are confused by the actions of the criminals, until the Flash discovers that the police uniform was doctored with a knockout chemical. While the cop was unconscious the gang was able to rob a jewelry store.

When the police try to use the evidence the crooks have turned in, they are led into traps. Flash rescues them and in the process learns that the real Horseface is not in prison. Flash gets a list of other presents given out by the gang. He uses it to locate Horseface and his mob. After apprehending the real gang boss, the man in jail explains that he is an actor paid by Horseface to fool police.
